Here are some considerations to help you get things just right:

Every object in the Asset Library is either a bottom layer, a top layer, or an asset that has both layers.

Top layer assets will always appear in front of bottom layer assets.

When the file is uploaded, depending on how the image is cropped, there might be invisible space around the asset that may impact layering.
